应避免的常见错误
1. 机构名称格式错误
请使用文件上出现的官方机构名称。首次使用时应写出全称：在著者-出版年制格式中，先写"U.S. Environmental Protection Agency (EPA)"，后续引用再使用"EPA"。
2. 缺少报告编号
国会文件有特定的标识符（H.R.、S.、H. Rep.、S. Rep.）。请注明这些编号，因为它们对定位文件至关重要。请勿混淆法案编号和报告编号。
